Costs become effects?

So this may sound stupid, but is there a card effect that turns costs into effects directed at the player activating the effect. For instance, the cost of paying for mausoleum of the emperor becomes effect damage. This would be perfect to summon Hino-Kagu Tsuchi with out paying life points while black winged dragon is on the field to absorb the effect then weaken my opponent's monster and they take a hit of 700 to their life points and Hino-Kagu hits them again for whatever difference of attack points and makes them discard his/her hand and then black winged dragon drives home another 2800 damage. RAPETASTIC.....I mean, if it's possible.
